  For information regarding classifica- tion, postage rates, and mailability of domestic mail of all classes, entry and mailing of publications as second-class matter, metered and permit mail, bulk rate mailings of third-class matter, Business Reply Cards and Envelopes, apply at your local post office.

  DOMESTIC POSTAL RATES
First Class
  LETTERS: 3 cents for each ounce or fraction of an ounce. (Local delivery same rate.)
  POST CARDS or POSTAL CARDS: 2 cents each within prescribed sizes.
  BUSINESS REPLY CARDS: 3 cents each; Air mail, 5 cents each.
  BUSINESS REPLY ENVELOPES: Business reply envelopes 1 cent in addition to regular postage. Apply at Post Office for Permit.

Second-Class
(Rates Effective April 1, 1952)
  NEWSPAPERS AND PERIODICALS (Transient rate): 2 cents for the first 2 ounces, and 1 cent for each additional. 2 ounces or fourth class rate, whichever is lower.

Third-Class
  (Limit 8 ounces)--On circulars and other miscellaneous printed matter, also on merchandise, 2c for the first 2 ounces or fraction, plus lc for each additional ounce or fraction.
  On books and catalogs having 24 or more pages; also, seeds, cuttings, bulbs, roots, scions, and plants--2 cents for first 2 ounces and 1½ cents for each additional 2 ounces.

Fourth-Class-(Parcel Post)

The present size and weight limits for fourth class (parcel post) will continue to apply in all cases except for parcels mailed at a first class office for delivery to another first class office in which case the size is limited ,to 72 inches length and girth, 40 pounds in weight to the first and second zones, and 20 pounds in weight in the third to the eighth zones. Exceptions to the new size and weight restrictions are;   (1) Baby fowl, live plants, trees, shrubs, or agricultural commodities (not including manufactured products thereof).
  (2) Books, permanently bound for preservation, consisting wholly of reading matter or reading matter with incidental blank spaces for students' notations and containing no advertising matter other than incidental announcements of books.
  (3) Parcels mailed in the United States, including the District of Columbia, for delivery by any Army or Fleet post office or in any Territory or possession of the United States, including the Canal Zone and Trust Territory of the Pacific Islands, or mailed at any Army or Fleet post office or in any Territory or possession of the United States, including the Canal Zone and Trust Territory of the Pacific Islands, for delivery in the United States, including the District of Columbia, or any Army or Fleet post office or any Territory or possession thereof, including the Canal Zone and Trust Territory of the Pacific Islands.
  It is not contemplated that the provisions of this law shall be evaded or circumvented by diverting parcels exceeding the prescribed limits of size and weight from first class offices and mailing the parcels at offices of the second, third or fourth class or on rural or star routes.

United States Air Mail Service
  Six cents for each ounce or fraction thereof; limit of weight 8 ounces; to any part of the United States. May be registered, insured, sent C. 0. D. or Special Delivery.

AIDS TO PROPER MAILING
  Write name and address plainly and completely.
  Place name and address of sender on all matter.
  Prepay postage fully on all letters and parcels.
  Always address mail for city delivery to street and number and request correspondents to do likewise.   Use designation North or South East or West when it is a proper part of the address and save delay in delivery.   Insure valuable parcels except those containing small articles of considerable value which should be registered.
  Wrap parcel post carefully in heavy paper and tie knots securely.
  You will often gain a day's time in delivery by depositing mail as soon as it is ready.
  Use Postal Unit numbers on mail addressed to cities where Unit Numbers are required.

Know Your Endorser
 

    The United States Secret Service has launched a "KNOW YOUR ENDORSER" campaign against check forgery to supplement its highly successful "KNOW YOUR MONEY" drive, which, over a period of six years, reduced the amount of counterfeit money in circulation by more than 97 per cent. We can all cooperate in this long-pull educational program and thus eliminate the market for forged checks by making it dangerous and unprofitable for forgers to operate. Here are a few simple rules for those who cash checks and those who get them cashed.



If You Cash Checks for Others
 

1. DEMAND PROPER IDENTIFICATION. Remember that lodge cards, Social Security cards, auto licenses, letters and the like can be forged and stolen. A forger's credentials are often forgeries themselves. Proper identification can best be determined by asking yourself this guestlon: "IF THIS CHECK IS RETURNED, CAN I FIND THE PERSON WHO GAVE IT TO ME?"

2. Always demand that the person cashing the check endorse it in your presence. Even though the check has been endorsed, insist that he endorse it again.

3. Do not cash checks that show any alteration of their face. Altered checks are usually forged checks.

4. If you are an employer and more than one employee of yours is empowered to cash checks, be sure that they initial every accepted check so that you can identify the person who cashed it.

5. You can safeguard your merchandise, your cash, and your profits from check forgers by following these simple rules every time you cash a check. Make these practices routine. Remember you lose if you cash a forged check.



If You Get Checks Cashed
 

1. BE SURE some member of the family is at home when checks are due to be delivered. Get the check as soon as it arrives.

2. PRINT your name clearly on your mall box. EQUIP your mall box with a lock if you have not done so.

3. CASH your checks in the same place each month. This will make identification easier.

4 DO NOT ENDORSE your check until you are in the presence of the person you will ask to cash it.

business and social reference book and director of buyer and seller.
5. To decline any advertisement which has a tendency to mislead or which does not conform to business integrity.
6. To solicit subscriptions and advertising solely upon the merits of the publications.
7. To avoid misrepresentation by statement or inference regarding circulation, placing the test of reference publicity upon its accessibility to seekers, rather than on the number of copies sold.
8. To co-operate with approved organization and Individuals engaged in creative advertising work.
9. To avoid unfair competition.
10. To determine what is the highest and largest function of Directories in public service, and then to strive in every legitimate way to promote that function.
